The Board of School Directors serves you and your district, and can be contacted via email at the email addresses below. The Board welcomes your input and invites you to attend monthly school board meetings, generally held on the fourth (4th) Wednesday of each month, unless otherwise posted.
The Penn-Delco School Board consists of nine (9) members. The Superintendent has a seat on the Board and the right to speak on all matters, but not the right to vote. The term of office of each school director shall be four (4) years and shall expire on the first Monday of December, except for a school director appointed or elected to fill a vacancy. Leon Armour, President
Leon Armour is a lifelong resident of Delaware County and a 22-year resident of Penn-Delco School District. Mr. Armour and his wife Staci are the proud parents of four PDSD students (two former, two current). He is a graduate of Monsignor Bonner High School and the University of Delaware, and is employed as the Warehouse Operations Manager at Performance Food Group. In addition, Mr. Armour volunteers his time coaching at several community youth athletic organizations. As current Board President, Mr. Armour’s primary focus is to ensure our students have a safe learning environment and opportunities to excel academically and socially. He feels students should graduate with a career plan in place for them to succeed in life beyond Sun Valley. Mr. Armour has served on the Penn-Delco Board of School Directors since 2015.

Kevin Tinsley, Vice President
Kevin Tinsley is a longtime Aston resident. He and wife Michelle are the proud parents of three young Penn-Delco students. Mr. Tinsley has a background in education and technology and is an active volunteer in the community. His focus is to ensure the district remains educationally superior, forward thinking, and fiscally responsible. Mr. Tinsley has served on the Penn-Delco Board of School Directors since January 2009, including four years as Board President.

Stephanie Ellis
Stephanie Ellis is a resident of Brookhaven. She and husband Tom are the proud parents of three daughters, two Penn-Delco students and a pre-schooler. Ms. Ellis received her MBA (with Concentration in Healthcare Administration) from Wilmington University and her undergraduate degree from Neumann University. She is employed with Brinton Lake Management Company as the Business Office Manager. Ms. Ellis is a dedicated volunteer in the Aston Community and at Neumann University, where she is a member of their Business Advisory Council. Ms. Ellis began her term on the Penn-Delco Board of School Directors in 2019.

John Mancinelli
John Mancinelli was born and raised in Aston. He currently resides in Aston with his wife Alisha and their 4 children, all current PDSD students. Mr. Mancinelli has a Bachelor’s Degree in Marketing from Saint Joseph's University, and a Master’s Degree in Sports Management from Neumann University. He is owner of two Aston businesses, Manbroso's and A-Town Properties. Mr. Mancinelli is currently on the Board of Aston Township Zoning Committee, Aston Valley Baseball League, and Aston Youth Soccer Association. He thoroughly enjoys being an active part of the community. Mr. Mancinelli was appointed to the Board of School Directors in 2022.

Dawn Jones
Dawn Jones is a devoted Brookhaven resident, working for the Brookhaven Borough and serving as the President of Brookhaven Recreation Board. She and husband Bill are the proud parents of two Sun Valley graduates and one Northley Middle School student. Dawn holds a Bachelor of Arts degree and is currently seeking her Master’s degree in Business & Human Resource Management. She is an avid volunteer participating in various community organizations. Ms. Jones has served on the Penn-Delco Board of School Directors since 2013.

Bernie Seasock
Bernie Seasock is a lifelong resident of Aston and a graduate of Sun Valley High School. He received his Bachelors in Business Administration from Widener University. Mr. Seasock is employed as a Senior Business Control Specialist at Bank of America, as well as the co-owner of Seasock’s Commercial Cleaning Services, Inc. In addition, he is also a dedicated volunteer for several community organizations. He and wife Tina are the proud parents of two current PDSD students and one graduate who attends Shippensburg University. Mr. Seasock has served on the Penn-Delco Board of School Directors since 2017.

Patrick Twisler
Patrick Twisler has been a proud resident in the Penn-Delco School District for the last 11 years, living in Aston Township. Mr. Twisler and his wife Diana, are the proud parents of a Pennell Elementary Student. Mr. Twisler has a Bachelor’s Degree in Criminal Justice from West Chester University. He is employed with Home Depot Corporation as a District Asset Protection Manager and has worked over 22 years in Retail Asset Protection. Mr. Twisler is also a dedicated volunteer as an Aston Township 4th Ward Committeeman, Aston Township Zoning Board Member, Treasurer for Brookhaven Swim Club Board of Directors and Assistant Coach with Aston Valley Baseball. Mr. Twisler’s commitment will be for all students to learn in a safe and welcoming environment to help propel them into successful young men and women. Mr. Twisler was appointed to the Board of School Directors in 2023.

Brent Hefton
Brent Hefton is the father of five Penn-Delco School District students and a lifetime Delaware County Resident. A graduate of West Chester University, Brent is postmaster for the United States Postal Service. He and his wife Crystal have been residents of Penn-Delco for eight years. Brent enjoys coaching for Aston Valley Baseball. He looks forward to working with the Board to continue the focus on student achievement and provide a safe and equal opportunity for all children to succeed. Mr. Hefton was appointed to the Board of School Directors in 2023.
