Win-Win for the District as New Buses Roll

Penn-Delco introduced new buses to the existing fleet recently, addressing both the issues of safety and fiscal responsibility.  All buses must comply with all state and federal vehicle safety standards.  Any modifications that are required as a result of changing laws are the responsibility of the vendor.

One very noticeable change drivers will see is the addition of strobe lights on the new buses.  This safety feature is being addressed by lawmakers across the nation.  Strobe lights can be seen at three times the distance of a standard incandescent flasher, making buses more visible and adding another tool to ensure the safety of children traveling to and from school.

A study by the Pupil Transportation Unit reported that the observable frequency of don’t pass law violators decreased by 55% following the installation of strobe lights.  The study also acknowledged that 42% of drivers reported experiencing a benefit to strobe lights.  The greatest reported benefit was the increase conspicuity of the bus, especially in limited visibility situations (fog, dust, snow, etc.).

The new contract provides the District with buses that are either brand new or no more than one to two years old.  This will ensure that all vehicles remain under warranty while possessed by Penn-Delco, making leasing them a win-win situation for the District.

The purchase buyback agreement was put out to bid and awarded to the lowest responsible bidder. The current bus buyback program has essentially remained unchanged since the early 1990’s.
